There are significant and consequential gaps in understanding between Haitian communities and the aid organizations who carry out projects in them. Both groups would benefit from understanding more about the other: Haitian communities from better understanding how the aid system works, and those who work for international or national NGOs from better understanding the individual communities they are working or want to work in. While there are serious structural issues that improved mutual understanding will not solve, this exchange of knowledge can help mitigate some of the effects of a very broken system that ultimately harms Haitian communities.
The goal of this Guide is to bring all the stakeholders of humanitarian and development aid closer together, so that survivors and crisis affected communities are the ones leading responses to disaster or conflict. It is a tool to advocate for communities to be the primary actors and the primary voices in defining their needs and how those needs are addressed during and after a crisis.

The Guide is a living document intended to incorporate future input to create richer dialogue.
